The oldest of three surviving enclaves of Chongren New Village (崇仁新村) in Pingtung City, built in 1928 as the first phase of officers’ quarters for the Japanese Army’s 8th Flight Regiment (日本陸軍飛行第八聯隊). Reserved for the regiment commander and senior officers, the compound was taken over by the ROC Air Force after 1945 and rebranded as the Chenggong sector of Chongren New Village. Together with the nearby Shengli New Village it was registered as a county historic building in 2007. Today it forms the core of the Shengli Star Village Creative Life Park (勝利星村創意生活園區), a heritage precinct now occupied by restaurants, boutiques, bookshops, and small galleries.
