An extensive military dependents’ village dating back to 1937, when the entire area was built as the Chonglan Army Quarters (崇蘭陸軍官舍群) to provide housing for Japanese officers at the nearby airbase. After 1945 it was taken over by the ROC Army and renamed Shengli New Village. Registered as a county historic building in 2007 alongside the neighbouring Chongren New Village Chenggong Area, the compound now forms part of the Shengli Star Village Creative Life Park (勝利星村創意生活園區), an arts and dining precinct spread across the surviving wooden quarters.
