Completed in Neihu, Taipei, in 1930 as the assembly chamber attached to the first Neihu Village Office (內湖庄役場), this is among the few surviving Japanese colonial era yakuba buildings in northern Taiwan. The original first-generation village office and its larger 1937 replacement have both been demolished, leaving only the hall, which served as a Zhongshan Hall (中山堂) in the early post-war era, the Neihu District Office Auditorium, and since 1983 the Neihu Citizens’ Activity Center. It was registered as a municipal monument in June 1999.
