A reception guesthouse (招待所) built in 1991 under provincial chairman Qiu Chuanhuan (邱創煥), set behind the Taiwan Provincial Government Archives (臺灣省政資料館) in Zhongxing New Village, Nantou City. It is named for the lotus ponds among its Minnan-style garden pavilions. For much of its history it was a secretive and heavily guarded; its two presidential suites received visiting heads of state, and President Lee Teng-hui stayed here while meeting local political figures during the 1990s. After the downsizing of the Provincial Government later that decade it fell quiet, the maintenance staff reduced to a pair of caretakers before management passed to the National Archives Administration (檔案管理局). It is unclear whether it is open to the public via the archives.
