One of seven 18th century guild halls (班兵會館) built by Fujianese garrison troops after the Qing annexation of Penghu in 1684. Tibiao Hall served a Fujian naval battalion and drew its Mazu image from the Tianhou Temple in Xiamen. When the three year rotation system lapsed in 1849, such halls became permanent neighbourhood shrines as troops settled and married locally; only this one, the Tongshan Wusheng Shrine, and the Shi Gong Shrine remain actively managed in Magong. Seized by Japanese forces in 1895 and rebuilt at the current site in 1929, the structure was demolished after damage by Typhoon Wayne in 1986 and replaced by the present three-storey building in 1988.
