Constructed by the Fuzhou Haitan Naval Garrison (福州海壇鎮標水師) and named after a hill on Haitan Island (海壇島), this was one of the original halls built by Qing garrison troops in Anping. Its function was to enshrine home-province deities and lodge off-duty soldiers, for there was a rule at that time barring troops from sharing space with local residents. The other four such guild halls vanished over the years, leaving only this one intact, as it was repurposed for use as a private residence at some point. The city government acquired it in 1975 and converted it into the present folklore museum a decade later, joined only by Tibiao Hall in Penghu as an example of its kind.
