This community south of Fangliao Station was originally reserved for employees of the Taiwan Railways Administration. In the late 1990s most residences were disused, and the site was transformed into the Fangliao Railway Artist Village (枋寮鐵道藝術村) in 2002. Later it evolved into the Fangliao F3 Cultural District (枋寮F3藝文特區), and as of around 2022, the Baisheng Fangliao Artist Village (百生枋寮藝術村). The name changes and reorganization also points to the many challenges of drawing tourists this far from a major urban center.
