Completed in 1929 as the permanent home of a library founded in 1921, which had moved between several borrowed premises in its first years. The three-storey brick building was designed by Mita Kamajirō (三田鎌次郎) of the Taichung Prefecture Civil Engineering Section, whose other work in the city includes the second generation martial arts hall and the torii at Taichung Shinto Shrine. The provincial library that succeeded it after the war moved out in 1972 and sold the building to Taiwan Cooperative Bank (合作金庫銀行), which still uses the building for its Taichung branch. It was registered as a historic building in 2005.
