A sprawling compound along Provincial Highway 9 in the Zhixue (志學) area of Shoufeng, established in 1970 by the Veterans Affairs Commission as the Hualien Vocational Training Center For Retired Servicemen (花蓮就業訓練中心). It initially housed roughly a thousand soldiers discharged under successive force-reduction reforms and offered workshops in concrete, carpentry, and other trades. As residents aged it was repurposed into the Hualien Self-Funded Veterans Care Center (花蓮榮民自費安養中心) for pension-receiving retirees. In 2013 it was merged into Hualien Veterans Home as the Zhixue Branch (志學分部), but operations wound down, and the site was officially closed in the early 2020s. Various proposals have been put forward to repurpose the site but as of 2026 it stands idle.
