Completed in 1933, this large public hall served as an events space during the Japanese colonial era. In the post-war era it was renamed Zhongshan Hall (中山堂) and for much of the 1950s it was appropriated for use by the city council. It was registered as a heritage site in 2003 and, after a light restoration, now operates as Changhua Art Museum (彰化藝術館).
