The first Confucian academy established in Changhua County, founded in 1745 by acting magistrate Zeng Yueying (曾曰瑛), who reorganized the existing Changhua charity school (彰化縣義學). The academy stood on the west side of the Changhua Confucian Temple and was rebuilt several times over the Qing era, most notably after Lin Shuangwen’s followers burned it down in 1786. Repurposed as an office of Changhua Waterworks under Japanese rule and mostly demolished during the 1923 street reorganization program (市區改正). Allegedly some beams were reused in the construction of Changhua Koxinga Temple. The site lies along Minsheng Road next to the historic Changhua Second Kindergarten.
