One of around 35 villages set aside for refugees from the Dachen Islands in 1955. This one is located on a hillside along the northeastern shoreline of Keelung. Initially it had 28 households with 93 residents. As the name suggests, this was a village built for fishermen. It is also informally known as Yipao New Village (義胞新村) from the term Righteous Compatriots of Dachen (大陳義胞), an honorific title given to the refugees from the evacuation of the islands.
