Completed in 1978, this set of three consecutive buildings were constructed over a Japanese colonial era canal directing the flow of the Xuchuan River (旭川河) into Keelung Harbour. Each building has a name; in order from north to south they are Mingde (明德), Qinmin (親民), and Zhishan (至善). There are numerous shops lining the street, many of them involved in the nightly Kanzaiding Fish Market, as well as shops and pedestrian bridges on the upper floors. While it is certainly showing its age there are still many active businesses in this sprawling complex. In 2024 these buildings were damaged in the 403 Earthquake, with cracks opening up in the bridges connecting each section.
