An official city god temple founded in 1733 by Changhua County magistrate Qín Shìwàng (秦士望) inside the east gate of the old county wall. Unlike many other government-sanctioned chenghuang temples in Taiwan, it survived the Japanese colonial era largely intact, though worship was forcibly banned during the Kōminka movement (皇民化運動) of the late 1930s. The temple fell into disrepair after the war and was occupied by squatters until a management committee oversaw its reconstruction in 1975. A once-every-12-years procession through the county takes place in the Year of the Rat.
