A private technical college in Yanshui, Tainan, founded in 1966. It was closed by order of the Ministry of Education in February 2020 with its last 760 students transferred to seven other institutions after the board failed to replenish the school’s operating fund and salaries went unpaid from May 2019. Enrollment had been running far below capacity for years, but the school is better remembered for the discovery in 2016 that its president, Huang Congliang (黃聰亮), and his wife had been selling foreign degrees requiring no coursework, and obliging its own lecturers to buy doctorates from a Costa Rican diploma mill for sums up to 550,000 NT, complete with fabricated journal articles to support their promotion applications. Retrial verdicts in 2025 ran to 53 counts and 88 years for him and 47 counts and 23 years for her; he had changed his name twice by then and was placed on the wanted list in December. The campus has been earmarked for conversion into a bilingual elementary school but its future remains uncertain.
