Founded in 1989 as Jingzhong Business Junior College (精鍾商業專科學校), the institution was upgraded in 2006 to The Culinary Institute of Taiwan (臺灣觀光學院), a private college specializing in tourism and hospitality. Falling enrolment driven by Taiwan’s declining birth rate rendered it nonviable; the college ceased operations in 2021 and fully dissolved the following year. Its roughly fourteen-hectare campus passed to the National Open University as its Shoufeng campus (國立空中大學壽豐校區), only for several buildings to damaged by the 2024 Hualien Earthquake via soil liquefaction. The university has since moved to hand the land back to the state, and the site now operates at minimal capacity with an uncertain future.
