Formerly the site of a major sugar factory with a history going back to 1909. In the 1950s production began to ramp down as equipment was transferred to other factories, but the Taisugar Corporation moved some important offices to Xizhou to compensate. By 1970 those offices were again relocated to Taipei and the site was slowly decommissioned by the early 1980s, greatly affecting the local economy. Demolished in 1999 and turned into Xizhou Forest Park (溪州森林公園).
