Originally built in 1944 as housing for personnel of the Imperial Japanese Navy No. 6 Fuel Factory (第六海軍燃料廠), which refined crude oil from Indonesia and Borneo for the war effort. After Japan’s surrender, CPC Corporation (中油) took over both the factory and its surrounding dormitories. The village includes standalone houses for senior officers and semi-detached units for lower ranks, many of which survive in deteriorating condition.
