A gated community in the hills of Xizhi completed in 1993. Tragedy struck in 1997 when Typhoon Winnie (颱風溫妮) dumped torrential rain on northern Taiwan, leading to slope collapse in the community, killing 28 and leaving 100 homeless. The construction company was later found liable for forging reports and working with corrupt government officials to obtain permits. This disaster depressed the local housing market for years, particularly as the Asian financial crisis struck that same year.
