Construction began on this 28 meter-tall reinforced concrete columbarium in 1941 and completed in 1944. It was originally located in front of the Tainan Prefectural Dojo (臺南州國民道場) and contained the ashes of residents and soldiers who perished in World War 2. In the post-war period it was repurposed as an ROC monurment (第三屆全省體育會紀念塔) with a new inscription. By 2019 it was extremely dilapidated and in need of repair. Inspectors found approximately 3,200 urns inside and made plans to relocate them to a more modern columbarium. In 2022 it was recognized as a historic building but as of 2025 no restoration effort seems to have begun.
