An ill-fated project built on the site of a former railway maintenance depot in central Hualien City. It has undergone several periods of abandonment and renewal and is emblematic of the local government’s mismanagement of public funds. It was known as the Hualien Urban-Rural Vision Museum (花蓮城鄉願景館) for a time. As of 2024 it is undergoing yet another round of renovation.
