Constructed by the county government of Miaoli to promote tourism in 2014. The design is inspired by Zhenchenglou (振成樓), a Fujian tulou (土樓), which served a defensive function in China. Such buildings were never built in Taiwan, prompting criticism from the public, especially since two historic kilns were demolished to make way for it. The building now houses Hakka cultural exhibitions but has been criticized for lacking authentic local connection. It is located adjacent to Miaoli HSR station.
