Established in 1937, this area was part of a social welfare initiative to provide housing and vocational training for the poor in the late Japanese colonial era. It continued to provide housing in the post-war era but some of the remaining residents were evicted in 2013. It is the only remaining example of this type of Japanese colonial era housing in Taiwan, prompting civil groups to fight for preservation of the site. As of the mid-2020s the site has yet to be cleared and many of the old wooden houses are still occupied. There is also a post-war water pump on site installed around 1955.
