An experimental facility for composting waste in a remote part of Taichung. It operated throughout the 2000s but was eventually abandoned, attracting the attention of investigators of wasteful government spending. It was refurbished in the mid-2010s and now operates as the Waipu Green Energy Ecological Park (外埔綠能生態園區).
