A landfill completed in 2001, shortly after a waste incinerator went online in Houli. Lost Society Document, an organization investigating government mismanagement of public funds, identified it as a “mosquito hall”, noting that awarding a contract for a landfill was nonsensical when an incinerator was already planned. Idle for the better part of two decades, it is now used to store what appears to be construction material.
