A small hydroelectric power plant on Qingshui Creek (清水溪), a tributary of the Mugua River (木瓜溪), and the oldest generating facility under Taipower’s Eastern Power Plant. Originally built as the Kiyomizu No. 1 Power Station (清水第一發電所), it was constructed from 1936 and began operation in 1939, with two additional generators added in 1941. In 1944 the plant was severely damaged by flooding on Qingshui Creek and abandoned, but it was rebuilt after the war from 1947 and renamed Qingshui Power Plant (清水發電廠). The facility is now fully automated and remotely operated.
