A small institutional Shinto shrine (構內社) on the site of a sugarcane farm (手巾寮農場) providing material for Qiwei Sugar Refinery (旗尾製糖所) in the Japanese colonial era. It is unknown why this particular shrine is associated with the Japanese god of learning, Sugawara no Michizane (菅原 道真), and the location may be imprecise. No known relics are known to exist but archival photos attest to its existence. It is also known simply as Shijinliao Shinto Shrine (手巾寮神社).
