One of three Japanese immigrant villages established on reclaimed land next to the riverside in Pingtung County to grow tobacco in the 1930s. It was formed from the Kiyohara (清原), Nakatomi (中富), and Toyohira (豐平) settlements, with migrants drawn largely from Kagawa Prefecture in Shikoku. Alongside their tobacco fields and curing barns, the settlers established the Tokiwa Elementary School (常盤尋常高等小學校), which was merged into Ligang Elementary School after the war.
