Established in 1957 with USAID, this military factory complex resulted from the merger of several units, the Joint Logistics No. 204 Arsenal (聯勤前204廠), which had relocated to Yilan City in 1949, among them. It occupies a significant chunk of urban Jiaoxi and urban renewal plans have long been drawn up to relocate the factory and reclaim the land for development of the hot springs industry. As of 2024 the facility is idle and awaiting its ultimate fate.
