Established in 1906, this octagonal brick naval lookout tower at the southern tip of Hengchun served as a wireless station for the Imperial Japanese Navy during the Russo-Japanese War to track Russian fleet movements off Taiwan’s east coast. It was transferred to the Governor-General’s Communications Bureau in 1924 and reopened as the Eluanbi Radiotelegraph Station in December 1925. It handled ship communications for the southwest coast and served as a backup link anytime the cross-strait undersea cable failed, closing in April 1937 when operations consolidated at Tainan Radiotelegraph Station (臺南無線電信局) in Tainan. The structure was demolished sometime after the war.
