A water metering facility built along with the Akō Waterworks (阿緱水道) around 1917. This aqueduct provided drinking water to the city of Pingtung, which was then known as Akō (阿緱) after it was renamed in 1905.After the newer Pingtung Waterworks was completed in 1936 it is unclear whether this building was still in use. Nowadays it has long been abandoned. When it first came to the attention of history enthusiasts its identity was something of a mystery as there are also military bunkers on site and the area was formerly Xiaopingding Pineapple Seedling Cultivation Center (小坪頂大樹鳳梨種苗養成所).
